Quick answer
NCF stands for National Curriculum Framework. It is the document, prepared by NCERT, that sets what Indian schools should teach, how, and how learning is assessed. The current frameworks are NCF for the Foundational Stage (2022) and NCF for School Education (2023), which put NEP 2020 into practice through subjects, languages, pedagogy, and board exam design.
- NCF-FS 2022 covers ages 3 to 8; NCF-SE 2023 covers the full school range.
- NCF 2023 sets learning standards stage by stage, then boards write syllabi and textbooks to match.
- It recommends board exams at least twice a year, with the best score retained.
- It sets language requirements in the secondary stage, with Indian languages included.
What is the National Curriculum Framework?
A curriculum framework is one level above a syllabus. It says what learning should achieve at each stage, how subjects should be taught, and how learning should be assessed. Boards and states then write syllabi and textbooks within it. India has had several: NCF 1975, 1988, 2000, and 2005, and now the frameworks built on NEP 2020.
NCERT prepared the new frameworks with a national steering committee. The Foundational Stage framework was released in October 2022 and the School Education framework in August 2023.
What does NCF 2023 change?
- Learning standards by stage
- Curricular goals, competencies, and learning outcomes are set for each of the four NEP stages, so teaching and assessment aim at the same thing.
- Board exams
- Board exams should test understanding and competencies, and students should be able to take them at least twice a year and keep their best score.
- Languages
- Students study three languages in Classes 9 and 10, at least two of them native to India, and two languages in Classes 11 and 12, at least one native to India.
- Subject choice in Classes 11 and 12
- More flexibility to combine subjects across groups, instead of fixed science, commerce, and humanities streams.
- Pedagogy
- Play and activity at the foundational stage, then discovery, inquiry, projects, and discussion, with experiential learning throughout.
- Areas beyond the classroom subjects
- Art education, physical education and wellbeing, vocational education, and interdisciplinary areas are given defined time in the school week.
What is NCF for the Foundational Stage?
NCF-FS covers children aged 3 to 8: three years of preschool or Balvatika and Grades 1 and 2. It is built around play, conversation, stories, toys, and activities rather than textbooks, and sets goals across physical, socio-emotional, cognitive, language, aesthetic, and positive habits development. It is the curriculum side of early childhood care and education and foundational literacy and numeracy.
What should a school plan for?
- Map your syllabus to the new outcomes. Your board will publish revised syllabi; map each subject to its learning outcomes so lesson plans and tests use the same targets.
- Redesign assessment. Add competency based questions, projects, and observation, and store outcome-level results, not just total marks.
- Rework the timetable. Fit arts, physical education, vocational, and interdisciplinary time, and plan for subject choice in senior classes.
- Train teachers. Teachers need time to learn new pedagogy; schedule it and record it.
How SchoolOS supports curriculum planning
Hudace SchoolOS holds subjects per class, syllabus and lesson plans, learning outcomes, and pacing guides in its curriculum features, and links them to exams and grade management, so outcome-level reporting is possible without spreadsheets. See the Student Information module.

Who prepares the NCF?
NCERT (National Council of Educational Research and Training) prepares it, guided by a national steering committee, for the Ministry of Education.
