Competency based education: what it is and how to assess it

For principals, coordinators, and teachers moving from marks-only exams to competencies under NEP 2020 and board changes.

Quick answer

Competency based education (CBE) is an approach where students progress by showing they can apply specific skills and knowledge, called competencies, rather than by time spent or marks in recall tests. Teaching aims at clear learning outcomes, and assessment uses real tasks, case questions, projects, and observation to check whether each outcome has been reached.

  • A competency is knowledge plus the ability to use it in a new situation.
  • Competency based questions give a context (a case, data, a passage) and ask students to apply what they know.
  • Recording results per learning outcome shows exactly where each student needs help.
  • In India, NEP 2020 and CBSE board papers are moving steadily towards competency based assessment.

What is competency based education?

In a traditional system, a class covers the syllabus in a fixed time and a final exam ranks students by marks. In competency based education, the starting point is a list of things students should be able to do, such as interpreting a graph, writing a persuasive paragraph, or designing a fair experiment. Teaching, practice, and assessment are all organised around those competencies, and students get feedback and further practice until they can show them.

CBE is not the same as removing exams. Exams remain, but they are written to test application, and they sit alongside projects, presentations, portfolios, and teacher observation.

How is it different from traditional teaching?

Traditional and competency based approaches compared

GoalCover the syllabusAchieve defined learning outcomes
QuestionsRecall of facts and definitionsApply knowledge to a new context
AssessmentMostly term and final examsContinuous: tasks, projects, observation, and exams
ReportMarks and rankProgress against each outcome, plus marks

What is competency based assessment, with examples?

A competency based question gives students something to work with and asks them to use what they know. Common formats:

  • Case based: a short scenario, for example a family electricity bill, followed by questions on calculating units and suggesting savings.
  • Source or data based: a table or graph from a real survey, with questions that require reading and reasoning from it.
  • Assertion and reason: two statements where students judge whether each is true and whether one explains the other.
  • Open tasks: a design, investigation, or short project assessed against a rubric.

CBSE publishes competency focused sample papers and question banks each year on its academic portal. Use them to calibrate your own internal tests.

How does a school implement CBE?

  1. Define outcomes per subject and class. Start from your board's learning outcomes and write them in plain language teachers and parents understand.
  2. Tag lessons and questions to outcomes. Each lesson plan and each test question should name the outcome it targets.
  3. Use rubrics. For projects and open tasks, describe what beginning, developing, and proficient look like, so marking is consistent.
  4. Record results per outcome. Store which outcomes each student has met, not only the total score. This is what makes targeted remediation possible.
  5. Report to parents clearly. Show progress by outcome in the report card, with a short comment on next steps.

Tracking competencies in SchoolOS

Hudace SchoolOS holds learning outcomes and lesson plans in its curriculum features, supports quizzes, assignments, and grade management in its LMS, and produces report cards from configurable grading rules in its exam management features. Teachers can see which outcomes a class has not yet reached and plan accordingly.

Frequently asked questions

What is the full form of CBE in education?

CBE stands for Competency Based Education.

What is a competency based question?

A question that gives a context, such as a case, data, or passage, and asks students to apply knowledge to it, rather than recall a fact.

Does competency based education remove marks?

No. Marks are still used, but they are reported alongside progress against specific learning outcomes.

Is competency based education part of NEP 2020?

Yes. NEP 2020 calls for a shift from rote learning to competency based learning and assessment, and the curriculum frameworks and boards are implementing it.

How do teachers mark competency based tasks fairly?

With rubrics that describe each level of performance, and with moderation where teachers mark a sample together and agree standards.

What is the difference between competency based learning and outcome based learning?

They are closely related. Both start from defined outcomes. Competency based learning emphasises applying knowledge and skills, and often lets students progress when they show mastery.
